In the UNSC, the five permanent members - the United States, Russia, China, France, and the United Kingdom - possess the veto power. Non-permanent members are elected by the General Assembly, composed of the other 193 member states of the United Nations, and only serve a two-year term. These five permanent members can use their veto to block the passage of a Security Council resolution, regardless of the level of support from permanent members and non-permanent members. Since the founding of the UN, the P5 has invoked their veto more than 300 times.
